There are 2 things that i want to ask:

1) Where is Frall in Amagal? ( I have been searching for a few hours now and couldnt find him)

2) Do you have to find a uniform of the Amagal or Begus army in releasing chiyo? (Because in the quest log it says Begus army)

You need to find Chiyo before Frall will appear at the broken fort in Amagal.
It's not necessary to get the army uniform to get to Chiyo. She is in the capital of Amagal, Manastyr. You need to talk with your minister in the throne room in Aldlyn to arrange for a political meeting before you can enter their castle.

Um...this is a bit embarassing but, i gave chiyo to the begus guards to improve my relationship with amagal, so what do i have to do?

Check the prison in Manastyr, you should be able to find her there and get an alternativ way to free her.
