how are we supposed to get the recourses for upgrading the country now? i tried to upgrade the abandoned fort only for it to not have any stone and no resources at all
You advance turns to get the resources your country produces. Every few turns you also get "Budget" which is the currency used on the country overview map for many things like constructions.
You can build or upgrade mines or lumberjacks to get more stone and wood produced per turn.
