When changing things in the control tab, such as sensitivity/keybinds, and pressing save does not actually change the controls at all.
I can go back into the menu and see that nothing has changed from default either.
Nvm I found out it is a proton 10 problem
If you haven't fixed it, Proton-GE might work. On my steam deck with proton-GE my settings save just fine.
Awesome, yeah I just swapped to proton 9 and it worked like a charm.
