How to add additional start game options

For example add to dictionary the Following key

TUTORIAL,START GAME,START,New game

With the following values:

If TUTORIAL is in note at START GAME, [Player] will start the game by looking at a diagram of the campus in a separated space.

In TUTORIAL initiate a conversation with the 5 goddesses to aid in deciding what kind of reincarnation.

In TUTORIAL, goddesses will explain [Player] about classes, skills, races, monsters, elements and other basic world information

TUTORIAL is a moment for [Player] to question about the world to better decide character creation. In TUTORIAL [Player] is still not in the world.

If player places TUTORIAL in notes before clicking Start Game, TUTORIAL will activate, hope this helps add more customization and diversity for your world building.

Might I suggesst you make a location be the tutorial? Then you can set it as the starting location and if you want to skip the tutorial you can change the location to something else.

Otherwise for the example you've given, I'd have Tutorial be a dictionary reference, since putting it in the notes will call dictionary entries and then put all of your Tutorial conditions in the reference.

It's possible to add a Tutorial location, but this method is a good way to not have a Tutorial in locations list. A good alternative would be a training center or library.
