2nd, I would like to know if cheats are available within the application on the window version. I know they can be used on the browser version but I'm not sure about the application itself.

There is no official "browser version", and anything you might come across in that regard are illegal uploads, so I wouldn't bring those up here. To answer your question, no, there are no ingame cheats, but you can edit your save files. https://www.saveeditonline.com is the most common way, but it takes some practice to get the more nuanced stuff down. Giving your chars higher stats and more gold however is super easy.
