I've seen pictures and people mention a Anubis form, but I have already completed all of the hints you could buy, and haven't gotten this form yet. Is my game bugged or is it a secret form? If it's secret, would it be ok for me to ask for a nudge in the right direction?

As you guessed it is one of three secret forms. As for a hint. You want to take a very close look around in the northern plains, you might spot some unusual item lying around : )

I also have another question, as I have also found something called a Golden Jade, yet I don't really have any idea where to bring it

That's a item needed for another secret tf. It belongs in the desert. And you need to be in Lizard form. Hope this provides some useful hints!
