I want changing WASD by UP, DOWN, LEFT, RIGHT in the local file called moonbase_settings.json.

Hi there! You can change them by hand in that file. But the easier way is to just change them in-game by opening up the Pause Menu (Esc) -> Controls, and remap them there. Then press the Accept button once you're all done.
