I want to specify that I know the dev says that they can be found in the Blue Pharmacy, but I can't find them in the shop and in my journal, I have every quest but the black goliath one done (Hence why I am looking) My save was made back in V30 and I skipped straight to V35. am I screwed or is there just a condition I am missing for the quest? (Bored in the guild is all cleared out to by the looks of it.)
You need to finish the side quests given by the Blue Pharmacy, similarly to how magic potions to refill your mana are unlocked after you finish their quest.

Checked the script, and the requirements to unlock the elixir are:
-Finish all the blue pharmacy quests (Last one is the mushroom one that unlocks magic potions to restore mana)
-Reach the point of the story where Bell learns about the familia's debt, shortly after acquiring the new familia home.
