How do i receive Ulir's blessing for the item crafting and what does it do?

Ulir's Blessing is an armor, which you can obtain from a boss enemy in the secret dungeon area of Manastyr in Amagal. Ulir's Blessing and Leora's Gift can be combined on a raid anvil to create a new armor.
