I finished collecting all the leader's squad but still, I am stuck in army skills level 8.
Is there something I need to do go the level 9
Equipment max level is 8, army skill 10. You need to continue the "Tasks" in the bottom left. The target practice event requires that you have Mirel in your party, Wendy recruited as squad leader, and two elvish artifacts.
