Are my game mechanics too vauge?

My game: https://adeptus7.itch.io/dark-reign

is text-based thing  in which the player takes on the role of a Sauron-style Lord of Darkness with the goal of conquering the world. He will carry out his plans by making various decisions. He willbuild his army and send it into battles, weave intrigues anddeceptions, create secret spy networks and sectarian cults, recruitagents and commanders, corrupt representatives of Free Peoples andsow discord among them, collect magical artifacts and performsinister plots.

I intentionally made mechanical elements of the game a little vague. When You are presented with decisions, there are no advices "this option will give You + 2 to this stat". I wanted player to decide by reason and roleplaying, and to learn about consequnces of decisions mainly by observing changes in the world which they cause. But some players said they they was too "in the fog" when playing.
