I don't know how it was in older versions, I just downloaded a0.8.30, and all pirates are unarmed, they have weapons control on their ships, but no actual weapon. They have no shields, also.
Yes it's a bug related to using latest java versions.
I've added a bundled jre for the windows version, so that should be fixed there.
Linux version has a problem with it's bundled jre, which is what I'm currently fixing.
