Would it be possible to reupload from JSON for the sake of being able to tinker with a city in the future? For adding new landmarks and such as time goes on?

Currently it is not possible. The only way to save and restore a city (without any hand-made changes such as warping, custom district names etc) is to save its URL. Hopefully it will become possible in the future.
