There's this boulder by a set of stairs in Urbus. The boulders in the sewers say that I don't have enough strength to move them, so is it there to block people from going into an unfinished zone or do I need to play the game over as a barbarian?

The one in Urbus is a block for an unfinished area. The ones in the sewers are a reward for berserker characters.
