What is a gate district?

All the other districts are pretty self-explanatory, but what is a gate district? Is it taverns and tourist traps, or more government like buildings?

It seems a bit excessive to have about %30 -%40 of the districts being gate districts, or maybe I'm just not understanding what they are.

But is it really 30-40%? That's indeed too much, I'll check it.

when I was generating a large town it was around there, if the city had two gates there were usually 2 outside the gate and 2 inside the gate, so when you have a size 10-15 town it's still a rather high amount
