You mean for the vanguard forces? Keep in mind that there are two different types of horses. Maybe you tried to equip a war-horse on someone who can only use normal horses, or something like that.

Get it as loot from enemies or chests in the fights with the vanguards, or in the arena on the overview map.
can't you add a cheat for that
