Can we use a personal TIN instead of requesting one for our partnership?

I read the docs and i still have a question.

Hi, we are 2 friends who want to get paid for our games. Can i use either my friend's or my local (foreign) TIN to fill the interview or do we need to request a TIN for our partnership? We both reside in Venezuela.
