Zoe glitch or what (Sandbox)

I've only played this game for a few days, I just wanna point that out that I'm still new, I've been trying to unlock every character on sandbox, yet I can't unlock Zoe, or to simply put it, she won't appear, I've been on Fandoms/Patreon to find out why she doesn't appear, yet nothing shows up, I'm using the most recent version, I also use the public version, and I Currently use Sandbox, do I need to be on story mode to get her, or is it just a bug and I need to re-download?

Some characters are only available through Story Mode as their quest progression is tied to story events. That said, Zoe appears to have special provisions for Sandbox Mode provided that the player has enough reputation with Frostford. Seems to work fine for me in 1.0a.

what reputation should I have, mine is currently positive

It's(20+) between "Positive"(10+) and "Great"(30+), so if you reach the latter then you will definitely have enough, but unless you open the save file you won't know exactly how much you have.

Thanks, now she is obtainable, turns out yeah, I didn’t have enough reputation
