I've been almost everywhere and i can't seem to find it or are missing something.. Help!

Have you fixed the library?

Firstly you need to rescue the Librarian (rescue villagers side quest); and then repair the library - the Librarian has skills to sell you and you can view the Dicktionary which helps you to progress through the game
