I have the same issue. I think what they meant is that when you buy an upgrade with multiple levels, buying the first level give you the effect of maxing the upgrade, while buying subsequent levels does nothing.
You should totally publish it! Even if it's bad, there's bound to be at least some people who will enjoy it!
Maybe make it so that the helpers gravitate towards flipping coins of higher value.
