yes, probably, the biggest problem is for the many bugs present.
unfortunately, it's a project I've been working on alone for more than 10 years. and I started when there weren't even guides or tutorials. just a few shreds of documentation made by other users.
the main problem why i gave up, is because of the absence of graphic resources. since i can't exploit anything, it's really hard to use a charaset template that doesn't violate any copyrights. but now that enterbrain has made its resources free as long as you give them credits, i could continue the project and maybe rewrite it from scratch in a much cleaner and functional way.
at the moment, i'm developing Rpgamaker AC. as soon as i finish that project, i'll devote myself to mire again trying this time to bring out a nice tool.

An snes palette works on RGB consisting of 256 colors.
Each game could choose its own 256 colors from a wider range.
The hard part is to base it on an original Super Nintendo palette.
I have made some attempts, I am very close to the result but not 100%.
One idea is to split the colors to 5 bits, other idea would be just to base on a game exists and extract the palette.
