According to the requirements, YOU get to design/sketch the menu from top to bottom. If you think this sort of menu can somehow fit on one single page, then go ahead and sketch it as such. Be warned; I will judge you harshly for all your sketch decisions. If you sketch a menu that is hard to work with, doesn't allow for new features, etc. it will just count against you. The dimensions don't matter. The first input should be keyboard and mouse since this is a native desktop game, however, its recommended to sketch/plan around ALL platforms. Even VR.

I am looking for talent. I am willing to pay $20 for a SKETCH of your best UI/UX ideas.
This game is a "clone" of a once popular game named "Robocraft." The company that created Robocraft has went bankrupt, and I see to recreate the magic they had years ago.
As such, it a block-based game where users build vehicles with basic 3d shapes, like cubes, and fight other player's vehicles.
The player will spawn as a floating camera inside a garage and needs to their vehicle to play against others. They have all the time in the world to design their vehicle.
Your UI/UX design must do the following:
* Display where the player is aiming
* Differentiate if a player is placing, rotating, or destroying a block
* "Hotbar" to contain different equipped blocks, or some other way to make building a vehicle easy, fast, and intuitive
* A GUI that displays all blocks a player owns via player input.
* A GUI that displays the properties of blocks, such as health, weight, damage, etc.
* A GUI that allows players a purchase/sell blocks
* A GUI that will display the player's vehicles and swap between them
* A GUI that will allow player to unlock new block types, ie, a research screen.
I don't care if you're able to make it look pretty, or accomplish all the features required. You may negotiate for a higher budget but keep in mind this is a sketch to view your skills for the REAL contract. There's a lot of information you can/should ask, and I will judge you based on the work you provide. I will NOT tell you how you did.
