It's like a board game! Seems very well thought out. Really required some thinking to finish the rounds and felt fairly balanced. Well done on creating your first game jam game!
Twice I stumbled upon an issue with the game getting stuck and I couldn't proceed. I think it's because I selected a card, ate grass, then clicked the card again because I wanted to remember what it did and then I couldn't proceed. I couldn't select the card again because the grass was gone and End turn just said "Patience".
The idea of upgrading the train is that you gain gold faster, but it also makes the game more difficult. This has been removed in the latest update. Upgrading the train might come back later but then it'll probably work differently. There's also been some more balancing changes so see if you can get past the fifth loop now.

We use a global scene for transitioning between scenes, and that scene has the transitions. Hope that helps!
I don't really understand why I lost the game on my first attempts. Sometimes when I created a new game I immediately lost, so not sure what happened there.
After a while I got it working, recruited some more members to my crew and got a real crime wave going. Apparently 200 is the limit? Better get this operation to more cities.
