Fixed by changing the output device for "Microsoft Edge WebView2" instead of Cider itself in the volume mixer.
I have a goxlr, and I am unable to change the playback device in the program's settings (that I could see) and changing it in volume mixer (Windows 11) doesn't actually change the playback device Cider outputs to.
