There is currently a bug where the quest is blocked if you do not complete it before becoming Rogue's spy.  

So if we already are Rogue's spy, we do not proceed into second branch, and quest can be completed.

It's a maybe curerntly, but to be honest, it's not the next up.

Hey, the game is still in development. It's currently not possible to get all five ingredients for the Grand Panacea.

If you mean ingredients in generall, go forage some in the forrest :)
