i'll try but i get the feeling won't work, i think it's my laptop thats the issue

so can anyone help me? my browsers refuse to download anything that's 2 gb or more, they don't cancel themselves they just drop to a download sped of 0 kb and pausing and unpausing the download doesn't work either, i already ruled out conexion problems because my other devices don't have this problem, i already uninstalled and reinstalled chrome so i'm gonna see if that may have fixed it.
aparantley they just stop for a while and then resume like nothing happened only for them to ACTUALLY cancel themselves i don't know what to do
ok so now i discovered that they when they stop downloading they start to slowly fill my storage space with what i can only decribe as "false/ghost data" that goes away after getting rid of the download, then they continue doenloading when my disk is close to being full, and then they stop because my disk is full.
I also found a text file called dumpstack.txt after i started downloading that i require admin permision to open and see, but i AM the admin of the computer and when i deleted it i got like 70 gb of storage back so i'm asuming that's where the ghost data is coming from
