This is regarding the tax interview I completed for my account.
My submission was successfully validated (Form type: W8BEN-I, Country code: RO), but my dashboard shows that my withholding rate has been set to the default 30%.
As a resident and citizen of Romania, my software sales/royalty income should qualify for a significantly reduced withholding rate (10%) under the active bilateral income tax treaty between the United States and Romania. When filling out the interview, I intended to claim these treaty benefits and provided my Romanian Personal Identification Number (CNP) as my Foreign Tax Identifying Number (TIN).
Since I already paid the $3 verification fee and waited over a week for it to clear, I would really prefer not to start the process over from scratch.
Could you please manually review my W8BEN-I submission? I would appreciate it if you could apply the correct treaty-reduced rate, or let me know if there was a specific technical error on the form that caused the system to default to 30%.
I've emailed the official support email several times regarding this issue and have received no response. Ticket number: 361951
Thank you for your time and help with this!
