You can tell by phone notes. There are hints and checkmarks for all of the events. And starting on Act 4 could work, but you still have to do open-world events and events in the girl's universe

It means completing 70% of the content with that girl: main events, open-world events, and secondary events with girls in her universe. Also, choosing that girl in previous major events will increase her completion points. If you have less than 70% completed, you will get a scene where that girl will tell you what else you could've done
