Where do I get the playing cards?

She is Indeed and in solitary, and comes back and tells me a story but no level up.
Do I have to do everything before it in the WT? Or is doing all the favours enough?
I'm stuck throwing gal in solitary. I've done it multiple times and it's still at 0/4
