It includes rules, a GM guide, and a module that will take about a dozen 3 hour sessions. It's a crunchy system that gives GMs and players more options, not more complications. It starts with a skills system, then adds on epic power: doing things better, and luck at doing things and avoiding attacks. Mix and match to create characters, turns, all your story elements. And it's fun.
It's had over 500 hours of playtesting. Well some version of it has. Everything has got rewritten at least once, and it expanded as players wanted. Time to continue that process with a larger group of beta testers. This is your chance to get in on the second floor, as construction continues. Say what is broken; say what else you would like; collaborate on changes if you want.
