Ah got you! This is 100% intentional, you do not have to jump on the tuktuk. You need to find something heavy on the map and throw it from up there (hence why the list says "commit a crime" lol).  Make sure to interact with the tuktuk first to be able to collect the heavy object. Give it a go and let me know how it goes ;).

thank you for your time and feedback! This could definitely be a sub-plot in Chowder lol. In regards of the bug, what part of the map did it happen? In the last screen after you complete everything and the goat moves right you are purposely blocked from going back as theres nothing else to do than just finishing the game! Also in the beginning theres a policeman stopping you from going to the third screen that should be gone once you complete the first task. If it’s something else please let me know and will fix this after the jam period is finished :).
