That naga route is the one of 2 ways to have very powerful weapon but it not fair to do that

You need to kill the naga or spare him if in the naga route to increase your level cap (wizardsss always get the last word ).  If you spare him in the naga route you need to talk to him in the tavern basement to increase your level cap. If you kill the naga return to the tavern, everyone will worry for you and after that you level cap will  increase.
