There's no explanation that Alt Powerup Action is a thing, however, by default it's mapped to Right Click and Left Trigger. Aim with the mouse (does not work in NDS resolution), or with the right stick, fire with Powerup Action, and load coins into it with Alt Powerup Action.

It does, just not like it does in Wonder. It allows you to spinjump on bricks to break them, and ground pound hard blocks to break them.
