I heavily overhaul the base concepts of the laws in the game.
The Subjugation laws now function as a cheap upkeep focus. They boost mana production but place limits one the race, forcing them to act as cheap oppressed labor. They will be forced to stay in servant quarters (edited to produce mana). Each day in the quarters puts them in worse condition, a growing perk that if you take them into combat will harshly weaken them. Each day in a house other than servant quarters, they will recover. It maxes after 5 days, and decays at same rate. They wont suffer any production penalties from this, only combat. They will also need increasing bindings or other restrictions as the law levels up, in exchange for more mana gen.
The Tolerance laws allow for increasing house tiers each rank, as well as all around buffs, at the cost of more mana upkeep.
And this is the core idea. You subjugate a race to help fund another. The ones with Tolerance you get full freedom.
I shifted a lot of costs of upkeep among other things.
