That is correct.
There are basically 2 frames of "perfects". One keeps the exact pace and one slows down a bit.
You are not meant to get them every time, it just incentivizes you to maintain a steady rhythm for a bit until it is time to change. If you could speed up while still scoring them, that would seem like the "correct" way to play (it would not be)
Yeah, she is standing in for the stuff you have to cath in the world to trigger depending on dates and your stats.
She can be in front of the night club on weekend nights and you need high WIL to access her story.
(Cheese strat: If you're low on time you can lower the difficulty to pass her dialogue checks with lower WIL, then raise it back)

Yeah, the main thing to change when I get the chance for the next update will be to teach the mechanics better and make the early game easyer.
I made a poll on the discord and 22% had trouble with the tutorial which is obvously too much.
Until then, you might enjoy the Commissions Launcher, which has autoplay available from the start and lets you view more content without needing to clear anything.

Conveying the mechanics better and an easyer start are definetly the first things I'll focus on for the next update.
Based on your description sounds like you might need to speed up. (Tap early a couple of times, then get back to tapping "on time" at this faster rythm.)
Maybe also check the "HELP" page on the menu.
