As far as I can tell, she just kinda shows up randomly. Just do some raids, and check every level of every zone until you find the one she's hiding out at.

more heroines! more locations! more goddesses! And dare I suggest it, futa and flat chest variants of the basic captives? Understandable if that's too ambitious though.
