How do I get past the two wizards that appear in the middle of the dorms?

Ion know why but I really feel some people don't appear in some playthroughs. The Employee that works at the main district inn was not in my first playthrough

I'm so sad by this I actually wanted to explore the Abandoned looking city 😅

I have a Few Questions About Accessing some locations specifically The Upstairs Area Of Asa Manor, The House that's locked at the bottom of Fluaevon main Market and The upstairs area of the bar in the town Leading into the The underground witch fight on your way to The City? I would love to know so I can explore every part of the game 😅 oh and is there a way to open the hospital in Fluaevon poor district?
