These are files for a Twin Peaks edition of Guess Who?
You can use the image files or PDF as the gameboard itself, or print them and cut them out to be placed in the slots of the physical game board. There are 2 separate gameboards, each with 24 characters (48 total), that you can mix and match.
You can also import the images into Tabletop Simulator on Steam to play with friends online.
