Mitosis only uses what exp it needs for the upgrade. If you wanted to mitose your sparrow, and you had 750K exp but only needed 500K for the upgrade, you would still have 250K left over to use after mitosis. It won't waste any extra you have, but it doesn't mean it doesn't cost the exp indicated to perform. 

It's not like seeds where after a certain point, they are no longer spent when upgrading.

This makes more sense! Though my shiny odds were 0.03%, realistically, even if we consider the stat rising over time, a single shiny in what ended up being 140K fish is statistically unlikely. Moonlit definitely got the ball rolling, and I ended up with a few more as I left my game running today. I may have just been the RNG gods' chosen victim this time though :')

I can report that it is possible to get the shinies, but the odds are definitely off. I caught one around 36K (Thanks, Seagull #1), but I haven't caught another yet, and I'm now at 121K fish. Almost every fish I have been able to catch (also on Expedition 5) has been mastered. I just got the Moonlit perk, so I'm hoping that this will help!

Loving the game so far! I seem to be having an issue catching shiny fish. I have been consistently studying the fish, and the majority of the fish I have should give at least a 0.1% chance of being shiny. While the odds are slim, they're not so slim that I should be 13,000 fish deep without at least one shiny. 

The fish are also indicating that they're "Mastered" in my index despite not having a shiny submitted, though previously they showed that they "Need Shiny." The fish however, do not appear in the Mastered Tab, which is empty.

Looking forward to the Steam release! I already have it Wishlisted :)
