nevermind, i figured it out: you have to connect the input half of the bus to the output half, then connect an input to the connecting wire

How i solved it

in tic, play bottom left then bottom middle. O will respond with center & bottom right, respectively
in toe, do the mirror image (X BR, O Center, X BM, O BL)
in tac, start a new game
in tic, win by playing bottom right
in toe, win by playing bottom left
in tac, win by playing bottom middle.
