How i solved it
- in tic, play bottom left then bottom middle. O will respond with center & bottom right, respectively
- in toe, do the mirror image (X BR, O Center, X BM, O BL)
- in tac, start a new game
- in tic, win by playing bottom right
- in toe, win by playing bottom left
- in tac, win by playing bottom middle.
