Sorry I haven't tried earlier versions so I can't speak to that. But the other modal dialogues work. Also it works if the PNG image is the wrong format, then it just pops up the error "Expected a PNG-8 (indexed) image." and then the bitmap import dialogue shows up.

File --> Import --> Import image. Happened both on the first time and subsequent times.

Trying to import a BMP or PNG as image in 3.7.2 and getting "Cannot make a visible window modal."
Running in WINE in Linux Mint if this matters.
