I played about ten games thinking I was the red soldiers and couldn't work out what was going on. Once I worked out I was the blue soldiers I could get to the next level.
And now I don't know what I'm doing again. Obviously there are controls listed to pan the screen and rotate, but no instructions.
Perhaps you need to start the game with a very easy starter level, that shows you what you're supposed to do?
