On a later attempt when I didn't get the glitch, after a certain number of tries it simply wouldn't open the minigame. Not to mention it seems pretty inconsistent when the eyes stop despawning

Hi, I'm really not sure why you replied this. I've already played Bloodmoney. I played it well before HUMAN EXPENDITURE PROGRAM. Not to mention, you can play Bloodmoney here through Itch as well. (Also I probably wouldn't trust that link. Just play it through Itch.)(Also I woul like to say I HIGHLY recommend playing Bloodmoney first, given how its connected to this game. You can just find it through the dev's page)

the same thing happened to me after about 3-4 attempts. It looks like sometimes the eyes just don't despawn after you fail fsr. 

The only way I found around it was by opening the page in your browser and downloading it there. idk what the issue is in the itch.io app but it works in the website at least

I was only able to download it from the itch website in my browser. idk why it won't download from the app but it works through browser. (It might be an issue with how the files are organized or something? idk

I managed to download it by opening it itch.io webpage in my browser and downloading it from there. idk what's up with the app unfortunately

I'm struggling to find it again but it is probably somewhere is the safety settings on your browser, basically it's blocking app downloads from websites.

It did the same for me for a bit, try checking your settings
