i think it is just a warning for you to stop trying since the Save Harvey game is infinite, you cant win it (shroomy said it on twitter) but thats just my guess
On a later attempt when I didn't get the glitch, after a certain number of tries it simply wouldn't open the minigame. Not to mention it seems pretty inconsistent when the eyes stop despawning
