The design intent was that players will put down buildings on the surface/underground and some of the buildings have a counterpart on the other layer that appears on it's own so the players would be surprised by it. And for single layer buildings we wanted players to figure out what goes on what layer.

We just uploaded a round of bugfixes and economy balances, the game should be easier to play now. We also added a recommended progression list to the games page that you can follow to reach the end.

We planned a lot more quests and story descriptions but had no time to put it in the game before the Jams submission date.

Paning the camera with the mause is a good idea, we'll do it as an option for our next Jam if it falls in the same control style.

You can generate money by placing down stations and connecting them.
