Locale Change Review is now available: a small local tool for reviewing translation CSVs before a release.

When source text changes but a translation stays the same, it flags that translation for review. It also checks empty translations, duplicate keys and simple placeholder mismatches. An unchanged translation may still be correct; the report is a prompt for human review.
