Most of these meshes should come with a base colour and normal map. Is there a certain mesh which hasn't got one?

This depends on how you plan to deliver the commission work. If you’re sending clients the raw models and textures, then no, as this is redistribution. If this is being used as part of a greater scene and/or you’re modifying the content, then yes, that’s fine.
