Specifically, you are looking for a programmer that can make your custom game engine, and I think I'd be able to do it, because I have made a game engine myself. I am a C/C++ Developer that loved working from scratch, even made my own Game Engine prototype(not the most perfect one, but it does its job really well) and I am still progressing towards the engine(by the way, its code based framework, stuff like Raylib).
