You don't have to buy the Deluxe version, you can buy the Extended. Besides, the game is free.
Extended and Deluxe versions are for those who are willing to donate this amount, respectively they get additional content.
On Patreon, the price is $5 less.
Look at games like Divimera($19.9) the game has no additional content and is paid, Touch The Girl!($23) - a game with nothing in it but pawing at girls. And I can think of many more examples.
